Frequent questions
What counts as packaging placed on the market?
Any product made to contain, protect, handle, deliver or present goods — from the bottle to the pallet wrap — the moment you first make it available on the Romanian market.
Who carries the recycling obligation?
The producer or importer who places packaged goods on the market. You can meet targets individually or transfer the responsibility to a licensed organisation (OIREP) like FEPRA.
What happens if targets aren't met?
The Environmental Fund Administration (AFM) charges 2 lei/kg for the shortfall between your target and what was actually recycled. Compliance is almost always cheaper.
When are reporting deadlines?
Monthly quantity reporting to your OIREP, and annual declarations to AFM per the current methodology — the portal keeps producers on schedule.
